Site Utility Coordination Using Look Ahead Schedule Construction

Site utilities are the work nobody sees and everybody blames. Do them right and the building just has water, power, and a place for the sewage to go. Do them wrong and you're back in a trench you already backfilled, in the rain, with an inspector who now doesn't trust anything you tell him. Underground is unforgiving because it's literally buried. The look-ahead schedule is where you catch the conflicts while they're still lines on a drawing instead of a crossed pipe forty inches down.

This is a walk through how a site utility scope actually sequences on a real job, where it goes sideways, and how a rolling three-to-six week look-ahead keeps the trench work, the testing, the inspections, and the utility company connections from tripping over each other.

Why underground is a scheduling problem before it's a dirt problem

Everything below grade competes for the same corridor. Sanitary sewer runs by gravity, so it wins on elevation — it goes deepest and its slope is fixed by the invert elevations on the plans, not by convenience. Storm drain also runs by gravity and fights sewer for depth. Water main is pressurized, so it's flexible on grade but has a separation rule to obey. Electrical ductbank, gas, and telecom are the shallow tenants, and they cross everything else.

Because gravity systems can't be moved up to dodge a conflict, the ironclad rule of site utility sequencing is: install deep-to-shallow. Sanitary and storm first, then water, then the dry utilities on top. If you let a water crew or a ductbank crew get ahead and lay their line across the path of a sewer that hasn't gone in yet, you'll be cutting out new work to drop the pipe that had priority all along. A look-ahead that shows the deep systems leading the shallow ones by a week or two isn't a preference — it's the physics of the job.

Locate, then dig: the step everyone rushes

Before any trench, you call in the one-call locate and you pothole the existing lines you're going to cross or tie into. Utility locates have a legal clock — the mark-out is only valid for a set window, and if your excavation slips past it you re-ticket. That's a real look-ahead dependency people forget: the locate isn't a checkbox, it's a perishable prerequisite with an expiration date. Put it on the schedule as its own line, tied to the excavation start, so a two-week weather delay doesn't leave your crew digging on stale marks.

Potholing to daylight the existing utilities before you commit the trench line is cheap insurance. The half-day it costs is nothing next to hitting an unmarked fiber run or a live main you thought was three feet the other way. On any job with existing site infrastructure, budget potholing as its own short activity in the look-ahead, ahead of the mass excavation.

Trench, bed, lay, and the inspection you cannot skip

The core loop for every gravity run is the same: open the trench, shore it or bench it per your competent person's call, place bedding, lay pipe to grade, then get the open-trench inspection before one shovel of backfill goes back in. This is the single most common place utility schedules blow up. The pipe is in, the crew is standing there, the trench is open and unsafe, and the inspector is booked out two days. Now you're either sitting on an open excavation or you're covering unapproved work and hoping.

The fix is entirely a scheduling fix. Inspection requests almost always need 24 to 48 hours of notice, so the inspection has to appear on the look-ahead as a hard milestone with lead time, not as a same-day phone call. When the crew laying pipe and the person calling the inspector are looking at the same weekly work plan, the request goes in the day before the trench is ready, not the morning after.

A practical rule of thumb: don't open more trench than you can lay, inspect, and backfill before you lose the day or the weather turns. Long open trenches are a safety liability, a cave-in risk, and a bathtub when it rains. Sequence the look-ahead in bite-sized reaches, not one heroic open cut across the whole site.

Sanitary and storm: grade is everything

Gravity sewer lives and dies on slope. The pipe has to hold its designed fall — too flat and solids settle and it plugs, too steep and the liquid outruns the solids and it plugs anyway. Your look-ahead should build in time to shoot grade with a laser or set the pipe laser in the trench, and time for the engineer or inspector to verify inverts at manholes and structures before you bury them.

Sequence-wise, sanitary and storm need to lead the site because they're deepest and they set the elevations everything else has to clear. Coordinate them against the site grading plan — if the rough grade isn't where it should be, your trench depths and your structure rim elevations are wrong, and you'll be adjusting risers later. The trap here is a subtle one: a mainline that's dead-on grade but a service lateral or a manhole invert that's off by a couple of tenths. Air-test or mandrel-test the gravity lines and get your deflection and low-pressure results documented before backfill closes the window.

Water main: separation, pressure test, disinfection

Water main is pressurized so it's forgiving on grade, but it has two rules that constantly bite schedules. First, separation: water main has to hold horizontal and vertical clearance from sewer — the standard is ten feet horizontal and eighteen inches vertical at crossings, with water over sewer. If your look-ahead lets the sewer crew and the water crew work the same corridor blind to each other, you find the separation violation at inspection, and moving a pressurized main after the fact is real money.

Second, water main can't just be tested and buried. The sequence is pressure test, then disinfection (chlorinate, hold, flush), then bacteriological sampling. Those bac-t samples go to a lab and you wait on results — typically a couple of days, sometimes with a re-sample if the first round fails. That lab turnaround is a fixed, un-compressible chunk of time that belongs on the look-ahead as its own activity. Crews that treat "test the water main" as a one-day line item are the ones surprised when they can't make the connection to the building because the bac-t hasn't cleared.

The dry utilities: ductbank, telecom, gas

Electrical ductbank and telecom conduit are shallow and they cross everybody, so they go in after the wet utilities are set and tested. Ductbank has its own tempo: you dig, set the conduit on chairs or a rack to hold spacing, get the conduit configuration inspected, then place the concrete encasement (usually red-dyed) and let it cure before you backfill. That inspection-before-pour step is another one that needs to be on the schedule with lead time, same as the open-trench inspection on the gravity side.

Telecom, gas, and primary electrical also drag in the utility companies themselves, which is where control leaves your hands — more on that next. The key sequencing point is simple: dry utilities are the last tenants in the corridor, they cross the wet systems, and they should never be leading the deep work. If your look-ahead shows a ductbank crew mobilizing before the storm and sanitary in that area are inspected and backfilled, someone's about to cross a pipe that outranks them.

Utility company connections: the dependency you don't control

Here's the one that humbles experienced supers. Your crews can be flawless, your inspections clean, and you'll still sit dead in the water waiting on the power company, the water district, or the telecom provider to schedule a tie-in, set a meter, or energize a service. These utility-owner activities run on their calendar, not yours, and their lead times are measured in weeks — sometimes many.

The move is to reach out early and get those connection dates on the look-ahead as fixed constraints you build backward from, not as something you chase once your work is done. If the power company needs six weeks' notice to energize, that six weeks has to be visible on the schedule from the day you know the date. A rolling six-week look-ahead is exactly the horizon where these long-lead, out-of-your-control activities become visible in time to actually do something about them. Catch a utility-company lead time three days out and you're stuck; catch it five weeks out and you can resequence around it.

Backfill, compaction, and restoration

Backfill only happens after the line is inspected and tested — that ordering is the whole game underground, and it's worth repeating because the temptation to cover early is constant. Once you're cleared, backfill in lifts with proper compaction, and expect the compaction testing (the density tests from the geotech or testing lab) to be its own scheduled activity with its own turnaround, especially under anything that's going to be paved. A failed compaction test under a future roadway or building slab is a trench you reopen, and it's a lot more expensive the second time.

Then comes restoration — pavement patch, curb, sidewalk, landscaping — which ties your utility scope back into the broader site work and often into a completely different crew's look-ahead. This is where trade-flow coordination earns its keep: the utility work has to hand off cleanly to grading, to paving, to the building. If those handoffs aren't sequenced, you get the classic disaster of a paving crew showing up to a section where a service lateral still needs to go in.

How a look-ahead actually holds all this together

None of the above is exotic — every seasoned utility foreman knows the deep-to-shallow rule and the test-before-backfill rule in their bones. What breaks jobs isn't ignorance of the sequence; it's losing track of the dependencies when three crews, four inspection types, two testing labs, and three utility companies all have their own clocks.
