A senior living project is really three buildings wearing one roof. You've got apartments that need to feel like home, common spaces that need to feel like a nice hotel lobby, and — in assisted living and memory care — a licensed healthcare environment that a state surveyor is going to walk with a clipboard before a single resident moves in. Independent living, assisted living, memory care, and skilled nursing each carry their own code path, their own finish standard, and their own inspection gauntlet. Try to run all three off a bar chart pulled from the CPM and you'll spend the last ninety days chasing your tail.
This is exactly the kind of job where a disciplined look-ahead — a rolling three-to-six-week window that the whole team touches every week — stops being a nice-to-have and becomes the only way you keep licensing, commissioning, and move-in from colliding. Below is how the schedule actually gets used on a job like this, and where the landmines are buried.
Why senior living breaks a normal residential schedule
If you've built garden apartments, you already know the unit-by-unit rhythm: rough-in, insulation, rock, tape, paint, trim, finish. Senior living looks similar on the surface, and that's the trap. Two things blow up the familiar sequence.
First, occupancy classification. Independent living is usually R-2, same as any apartment building. But assisted living and skilled nursing carry an I-1 or I-2 institutional classification, which drags in rated corridors, smoke compartments, area separation, positive-latching doors, and a life-safety scope that dwarfs anything in the IL wing. The two halves of the same building are built to genuinely different rulebooks, and the finish trades don't automatically know which side they're standing on. Your look-ahead has to carry that distinction as a location attribute, not a footnote.
Second, the survey. A market-rate apartment gets a CO and leases up. A licensed care facility gets a CO and then a state licensing survey — fire marshal, and in many states a Department of Health or Social Services surveyor — before it can accept residents. That second gate is on somebody else's calendar, it books weeks out, and it does not care that your drywall is behind. Everything about the back end of the schedule bends around that date.
Sequence the resident wings, don't just "build the building"
The single biggest planning win on these jobs is breaking the work down by wing and by floor, then flowing a small, repeatable crew train through the units in a fixed order. Location-based planning is what look-ahead scheduling was built for — you're not scheduling "drywall," you're scheduling drywall in units 201–216 the week of the 14th, framing that flows into it from the week before, and paint that follows a week behind.
A few things that pay off if you set them up early:
- Keep a real buffer between framing/rough-in and cover-up. Frame-to-drywall usually wants a 1–2 day cushion per unit run for cleanup, MEP top-out, and — critically — the rough-in inspection. On institutional wings, add time: rated-assembly and firestopping inspections take longer and get bounced more often than a residential rough.
- Batch the inspections. Don't call the inspector unit by unit. Flow your crew train so a full corridor or floor is ready at once, then walk it as a package. Your look-ahead should show the whole run hitting "ready for rough-in inspection" the same day, not smeared across a week.
- Protect finished units. Senior living finishes are soft — LVT, wall protection, solid-surface tops, real casework. Once a wing is trimmed out, it's done and it's off the traffic path. Build your material-staging and crew-flow so you're never dragging a lift through a finished corridor to feed the next area.
When you connect these as trade flows — framing feeds rough-in feeds insulation feeds rock, each with its own crew moving floor to floor — you can see a bottleneck a month out instead of the Friday it lands on you. If the tapers are gaining on the hangers, the wall tells you now, while you still have room to add a crew or reslot the sequence.
The common areas are the long pole — treat them that way
Here's the mistake I see over and over: the team pours everything into the resident units because there are so many of them, and the commons — the commercial kitchen, the dining rooms, the salon, the theater, the bistro, the wellness suite — get treated like leftover work. Then those spaces become the thing that holds the CO.
The commercial kitchen alone is often the critical path for the whole certificate of occupancy. It carries a Type I hood with fire suppression, grease-duct rated enclosure, health-department plumbing (grease interceptor, floor sinks, indirect waste), and equipment with genuinely long lead times. Order the walk-ins and the cooking line early, and put the hood suppression test, the health inspection, and the gas turn-on on your look-ahead as hard-dated milestones — because each one has an outside party attached to it.
Run your kitchen and dining commissioning on a parallel track to the resident wings, not behind them. If the units are ready and the kitchen can't cook, you don't have a facility — you have an expensive building full of hungry residents you're not allowed to admit.
Life safety and low-voltage: the scope that quietly runs the job
Life safety is where senior living stops looking like an apartment and starts looking like a hospital, and it's where the survey gets won or lost. On the care side you're coordinating fire alarm, sprinkler, smoke-damper actuation, magnetic door holders that release on alarm, area-of-refuge comms, nurse call, wander-management (door and elevator locks that hold a memory-care resident but release on alarm — a real code tension that trips people up), and often emergency generator power to a whole slate of designated circuits.
The gotcha is that none of these systems live alone. The fire alarm has to tell the dampers to close, the holders to drop, the mag-locks to release, and the elevators to recall — and then a fire marshal watches all of it happen together in one witnessed test. That integrated test is a single event on your schedule that depends on a dozen trades being complete and a dozen systems being programmed. If any one of them isn't ready, the whole test slips, and re-booking the marshal can cost you a week or two.
Put the sequence in your look-ahead plainly and work backward from the witnessed test:
- Devices installed and terminated (alarm, damper actuators, holders, mag-locks, nurse call, generator transfer).
- Point-to-point checkout by each vendor, individually, before anyone integrates.
- Pre-functional / integrated dry run with your own team — find the failures yourself, not in front of the marshal.
- Then the witnessed acceptance test.
Give the integrated dry run its own line and a real buffer — three to five working days ahead of the official test is not too much. Something always fails the first time: a damper that doesn't stroke, a mag-lock that doesn't drop, a nurse-call zone mislabeled. You want to find it on a Tuesday, not with the AHJ standing there.
Work the licensing survey backward from a date you don't control
The state survey is the true finish line, and it isn't yours to move. Once you have a target survey window, schedule backward from it and let that date pull the whole close-out. The care wings, the med room, the nurse stations, life-safety, and the commercial kitchen all need to be genuinely done — not punch-listed, done — before the surveyor arrives, because they're inspecting an operating environment, not a construction site.
Build these into the tail of your look-ahead as named, dated events, each with a lead time:
- Fire marshal / life-safety acceptance — usually the gate that comes first, and the one that reschedules the hardest.
- Health / social-services licensing survey — books weeks out; confirm the date early and defend it.
- Owner training and mock survey — the operator's clinical and facilities staff need real time in the building to learn the systems and pre-walk it.
- Elevator state inspection, generator load bank, backflow certification, kitchen health inspection — small line items, each a separate authority, each capable of holding the CO by itself.
Those last four are the ones that bite. They feel minor, so they don't make the CPM, and then one of them — a backflow tag, an elevator sticker — holds up occupancy on a building that's otherwise finished. A rolling weekly work plan that actually lists them keeps them from ambushing you at the eleventh hour.
Phase the move-in, and let the schedule say so out loud
Residents don't move into a senior living community the way tenants take an apartment. It's phased, it's coordinated with the operator's sales and clinical staff, and — for memory care and assisted living especially — the environment has to be calm, complete, and fully operational on day one. You cannot have a subcontractor running a floor saw down the corridor while a family is moving a frail parent into their new room.
That reality has to live in the schedule as its own decision. Turn over the building by neighborhood or wing so the operator can start filling completed, licensed areas while you close out the rest well clear of them. Give the operator a firm, realistic access date for each wing and defend it, because they're building their own staffing, marketing, and admissions plan on top of your dates.
