Marina work punishes people who schedule it like a building. On a vertical job, if you lose a day you make it up next week. On the water, a lost day can cost you the whole season, because the thing that controls your calendar isn't your crew — it's the tide, the fish window, and the barge you don't own. A four-week look-ahead is the tool that keeps a marina job honest, but only if you build it around the constraints that actually govern in-water construction. Here's how to run one that holds up.
Why Four Weeks Is the Right Horizon on the Water
A four-week window is long enough to see the next spring/neap tide cycle, the next barge mobilization, and the lead time on the parts that strand you (pile splices, dock hardware, fuel system components). It's short enough that you're planning against real conditions — an actual tide table and an actual marine forecast — instead of a fantasy. The one-week weekly work plan tells the crew what to do Monday; the four-week look-ahead tells you what has to be true three weeks out so Monday actually happens. On marina jobs the second question matters more, because most of the things that will hurt you have a lead time longer than a week.
Build the look-ahead so the top of every weekly column shows two lines the crew doesn't usually see on a schedule: the tide range for that week and the in-water work window status. Everything below those two lines is negotiable. Those two lines are not.
Start With the Permit, Not the Docks
Before you sequence a single pile, read the environmental permit and pull out the dates. Marine construction almost always runs under a work window — a stretch of the calendar when in-water work is allowed and a stretch when it's prohibited to protect spawning fish, migrating salmonids, eelgrass, or nesting birds. Miss the closure date and your pile driving stops cold, permit or no permit, and it doesn't reopen for months.
Get the hard constraints onto the look-ahead as immovable bars:
- In-water work window open/close dates. Everything that disturbs the bottom — pile driving, dredging, riprap placement — lives inside this window. Backdate from the close date, not forward from mobilization.
- Turbidity and monitoring requirements. If your permit calls for a silt curtain and turbidity readings, that's a daily task and a go/no-go gate, not a footnote. A reading over the limit can shut you down for the day.
- Pile-driving sound restrictions. Impact hammers near sensitive species often require a bubble curtain, soft-start ramp-up, and a marine mammal observer. Each adds setup time to every driving day — bake it into your production rate, don't discover it in week two.
- Dredge disposal logistics. Where the spoils go, and the haul cycle to get them there, sets your real dredging production far more than the dredge's rated capacity.
The single most useful thing a marina look-ahead does is protect the work window. If pile driving has to finish by the closure date, that date anchors the whole schedule. You sequence backward from it and you build in a real buffer — a week minimum — because you will lose days to weather and you cannot borrow days from a closed window.
Sequence the Marine Work Around Tides and Access
Landlubber sequencing says foundations, then structure, then finishes. Marine sequencing says: whatever needs the barge or the crane, group it and get it done while you have the barge, because floating equipment is expensive by the day and worse by the week when it's idle.
A workable marine sequence for a fixed-pile marina usually runs:
- Survey and layout on the water. Get your pile locations staked with GPS off the barge. Layout errors here cascade into every dock frame downstream.
- Pile driving, worked in reaches. Drive in a logical progression the barge can follow without constantly repositioning — repositioning and re-spudding eats hours. Track blow counts and tip elevations as you go; a pile that won't reach bearing is a design conversation you want in week one, not at punch.
- Pile cutoff and caps. Cut to elevation — and here's where the tide bites. Cutoffs and cap work often want a specific water level for barge freeboard and crew access. Schedule these to the tide, not to the clock.
- Framing and decking. Once caps are set, dock framing can chase the pile crew a reach behind. This is your first chance to parallel-path.
- Utilities in the dock. Power, water, and dock hardware follow decking closely but not on top of it — give the framers room.
For a floating-dock marina the rhythm changes. The docks get assembled on land or in a staging basin, then floated in and tied to guide piles. That's a different animal: you're coordinating a delivery-and-float-in operation where a calm-water window and a high enough tide to float the sections over the shallows both have to line up. Miss the tide and the whole float-in crew stands around. This is exactly the kind of multi-trade, weather-and-tide-dependent handoff that belongs on a trade-flow line in your look-ahead, so everyone can see that the float-in can't start until the guide piles are driven and the anchor gear is on site and the tide cooperates.
The Buffers That Actually Save Marina Jobs
Generic schedules use generic buffers. Marina schedules need specific ones, sized to how the work really fails:
- Weather down-days. Plan a real percentage of lost days into any open-water task, and more in shoulder seasons. Wind that's a nuisance on land makes a crane on a barge a no-go. If you scheduled zero weather days, you didn't schedule.
- Barge and crane mobilization. Treat mob/demob as its own multi-day task with its own lead time, not a free transition. Confirm the availability window three to four weeks out — right at the edge of your look-ahead — because marine equipment books up and a slipped mob date slips everything behind it.
- Tide-dependent task float. Any task tied to a specific water level only has a few usable hours a day. Show that on the plan. A "one-day" cutoff task that only gets four workable hours per low tide is really a two- or three-day task.
- Pile-driving reality buffer. Refusal high, refusal low, obstructions, splices — driven piles rarely go exactly to plan. A 1–2 pile-per-day-per-rig contingency across the drive keeps one bad pile from blowing the week.
Shoreside Runs on Its Own Clock — Parallel It
The upland scope — the harbormaster building, restrooms, parking, boat ramp, and landside utilities — is ordinary vertical and site construction, and its great advantage is that it doesn't need the tide or the barge. Run it in parallel with the marine work so your crews aren't all fighting for the same three good-weather days.
Sequence shoreside the way you would any small commercial building: site utilities and underground first, then the ramp and hardscape, then the building shell, then rough-in, then finishes. Keep a one-to-two-day buffer at the frame-to-rough-in handoff for cleanup and inspection — the same discipline that keeps any building job from stacking trades on top of each other. The look-ahead's job is to keep these two worlds visible side by side so the landside super and the marine super aren't each assuming they own next Tuesday's crane.
Fuel Systems, Utilities, and the Long-Lead Traps
The fuel dock is where marina schedules quietly blow up. A marina fueling system is a regulated fuel-handling installation: double-walled tanks or piping, leak detection, spill containment, dispensers, and a required commissioning and third-party test before you can sell a gallon. The components are long-lead and the inspection can't be rushed. Put fuel-system procurement on the look-ahead the day the job starts, and track it as its own trade flow all the way to the commissioning test — because "the marina's done but the fuel dock isn't signed off" is a real and very expensive way to miss your opening.
Dock utilities carry their own gotchas. Shore power near saltwater lives and dies by corrosion protection and proper grounding and bonding — do it wrong and you get galvanic corrosion eating your hardware and, worse, an electric-shock-drowning hazard in the water around the docks. Pressure-test water and sewer pump-out lines before you deck over them, exactly the way you'd megger an electrical run before you close a wall. Anything you bury under decking that you didn't test, you'll be pulling boards to fix.
Commissioning and the Seasonal Deadline
Almost every marina is chasing a hard opening — Memorial Day, the start of the charter season, a fishing opener. That date is real revenue, and it doesn't move for you. Work backward from it and put commissioning on the schedule as its own phase, not an afterthought stapled to the last week: fuel system test and sign-off, dock electrical and dock-box checks, water and pump-out verification, gangway and ADA access, fire suppression and life-safety gear, and the harbormaster walk-through.
Run a genuine backward pass from opening day through commissioning and you'll usually find the real deadline for finishing in-water work is weeks earlier than anyone assumed — which is exactly the kind of collision you want to surface in month two, not on opening morning with boats waiting at the gate. A four-week look-ahead, refreshed weekly and disciplined about the tide and the work window, is what turns "we hope we make it" into "here's the date the last pile has to be driven." On a job where the water sets the pace, that's the difference between opening on time and watching the season open without you.
