A bus terminal is one of the few jobs where the customer never leaves the site. You are pouring platform slab forty feet from a bus loading forty passengers, and both have to happen safely, on the same day, sometimes on the same hour. That constraint changes everything about how you plan. On a greenfield building you sequence for productivity. On an operating terminal you sequence for service continuity first, productivity second — and you find out fast that a six-week look-ahead is the only horizon long enough to see a service shutdown coming and short enough to actually mean something.

This is a walk through how experienced teams phase and schedule transit terminal work: where the real coordination lands, the durations and buffers that hold up, and the failure modes that turn a routine phase move into a Monday morning with no place to berth a bus.

Why six weeks, and why it's really three horizons stacked

The reason transit work gravitates to a six-week window isn't arbitrary. Service changes on a public system are not something you decide on Thursday for Monday. Transit agencies publish rider-facing detours, reroute signage, and operator bulletins, and that machine typically needs three to four weeks of lead time. A two- or three-week look-ahead can't reach far enough to trigger those notifications before the phase move. Six weeks can.

In practice you run three horizons at once, and it helps to think of them as one rolling plan rather than separate documents:

  • Weeks 5–6 are your commitment horizon. This is where you lock a phase transition — the week you take Platform B out of service — because that's the deadline to hand the agency its rider notice and get temporary berthing signage ordered.
  • Weeks 3–4 are where you confirm long-lead items landed: the canopy steel, the fare gate hardware, the switchgear. If a long-lead slips, this is where you still have room to reshuffle the sequence instead of eating a service outage with nothing to show for it.
  • Weeks 1–2 are the weekly work plan — the make-ready, the crew assignments, the day-by-day. This is the part your foremen actually execute against, and it should be constraint-free before it starts. Anything with an open question doesn't belong in the current two weeks.

Roll it forward every week. The value isn't the paper; it's that week six on this cycle becomes week five next cycle, and by the time a phase move arrives you've looked at it five or six times and pressure-tested it from every trade's angle.

Phasing around live bus operations

The core of terminal work is maintaining a workable number of berths and a safe passenger path while you rebuild the site in pieces. Get the phasing plan wrong and you don't just lose productivity — you strand riders and put the agency on the news.

A few hard-won rules that hold across most terminal jobs:

  • Never surrender berths and passenger circulation in the same phase. If you're taking loading positions offline, keep the existing waiting area and path intact, and vice versa. Riders can tolerate a longer walk or a temporary berth — they cannot tolerate both at once without the operation falling apart.
  • Build the replacement before you demolish the original. Temporary berths, temporary canopies, temporary passenger paths — stand them up and get them accepted before the phase that removes the permanent facility. The classic miss is scheduling temp-platform construction and permanent-platform demo in the same look-ahead week, discovering the temp isn't ADA-compliant on Friday, and having no berths Monday.
  • Bus movement is a trade. Treat the operator's turning radius, the tow path for a disabled coach, and the fuel/relief driver access as real constraints in your sequence, not afterthoughts. Coordinate lane closures with transit operations the same way you'd coordinate a concrete pour with the pump — because a blocked coach backs up the whole facility in minutes.

Map each phase as its own mini-project with its own maintenance-of-traffic condition. A hard barrier between the work zone and the passenger zone, dust and debris control over an active waiting area, and the reality that some pours and lifts can only happen during a service window or overnight.

Realistic sequencing for a platform module, once the temp facilities are accepted:

  1. Demo and haul-off of the old platform surface — plan for hand demo or small equipment near live lanes, which is materially slower than open-site demo.
  2. Subgrade, utilities in the platform (conduit for lighting, fare, communications, drainage) — coordinate these before slab, because a forgotten pull box means saw-cutting a cured platform later.
  3. Slab, cure, then tactile/detectable warning strips and the finished walking surface.
  4. Canopy steel and roofing — this is your long-lead and your crane pick, and the pick almost always wants a service window.
  5. Platform lighting, signage, and the passenger information displays that tie back into the agency's system.

Two buffers earn their keep here. Put a one to two day buffer between platform slab and canopy erection — you want the deck laid out, anchor bolts verified, and the crane window confirmed before the steel shows up, and slab cure gives you exactly that gap for free. And build a real buffer before any inspection tied to reopening a platform to the public. An accessibility or life-safety inspection that fails on a platform you intended to hand back to riders Monday is not a punch-list item; it's a service outage. Never schedule the reopening on the same day as the inspection that gates it.

Fare collection, life safety, and the systems that fail late

The trades that sink terminal jobs are usually the ones supers under-plan because they're not "construction" in the framing-and-drywall sense: fare collection and life safety. Both are systems integrations, both need commissioning and third-party sign-off, and both are on the critical path to opening whether your bar chart admits it or not.

Fare collection is not a device you bolt down at the end. Fare gates and validators need conduit and power roughed in during platform and head-house work, structured cabling back to a communications room, and a network handoff to the agency's back-office fare system. The integration test — does a tapped card actually settle against the central system — depends on a vendor and an agency IT group who do not answer to your schedule. Get that integration window on the six-week look-ahead early and treat it as a hard constraint. The teams that get burned are the ones who had the gates installed in week two and still weren't "open" in week six because nobody scheduled the back-office cutover.

Life safety in a terminal means fire alarm, sometimes smoke control or a fixed suppression system depending on the enclosure, emergency communications, egress lighting, and often a public-address/announcement system that ties into the agency's operations center. These get tested and witnessed, frequently by the AHJ and the agency both. Sequence the rough-in early, protect it through the finish trades, and put the functional tests on the look-ahead with the witness dependency named. A fire alarm test that can't happen because the monitoring vendor wasn't scheduled is the kind of miss that pushes an opening a full week.

Commissioning and the run to full service

The last stretch — commissioning through full-service start — is where terminal jobs either land clean or unravel in public. The mistake is treating commissioning as a milestone instead of a phase with duration. It has crews, it has failures, and it has retests.

A workable approach in the final six weeks:

  • Sequence systems, not rooms. Power energized, then mechanical and controls, then life safety, then the passenger-facing systems (fare, PA, information displays, lighting) that depend on all of it. Commissioning a fare gate before the network is live just books a return trip.
  • Build in retest time. Assume a meaningful fraction of first-pass functional tests fail — a device addressed wrong, a sequence-of-operations tweak, a comms drop that won't link. If your look-ahead has zero float between a test and the opening that depends on it, you've planned to be late.
  • Dry-run the operation before the ribbon. Walk the passenger path end to end. Roll a bus through every berth at operating speed. Have an operator, not just the super, tell you the sight lines and the turning clearances work. The stuff riders and drivers catch in ten minutes is the stuff your punch list missed for a month.
  • Separate substantial completion from revenue service. The agency's authority to start carrying paying passengers is its own gate, with its own inspections and its own sign-offs. Put it on the schedule as a distinct event downstream of your completion, or you'll declare victory a week before the terminal is legally allowed to open.
