A records storage facility looks like a boring building until you're the one scheduling it. On the outside it's a tilt-up box with a couple of dock doors. On the inside it's a high-bay, fire-rated, climate-controlled warehouse with narrow-aisle racking taller than most guys are comfortable working near, a suppression system that has to protect paper, and a floor slab that will make or break the whole job. Get the slab wrong and the racking installer can't set his frames plumb. Get the racking in before the sprinkler heads are figured out and the fire marshal will have you tearing pipe out. The sequencing on these buildings is unforgiving, and it's exactly the kind of work where a disciplined look-ahead separates the crews who finish clean from the crews who spend the last month chasing their own tail.

This is a walk through how these jobs actually go together, in the order the trades need them, with the buffers and the gotchas that cost people money when they get skipped.

Start with the slab, because everything hangs on it

On a document storage building the floor is not a floor — it's the foundation for 25 to 40 feet of loaded racking and, in the automated shops, for turret trucks and wire-guided VNA (very narrow aisle) equipment that will not tolerate a wavy surface. That means you are almost certainly on a defined-traffic FF/FL spec, or a superflat floor in the aisles, and that changes your whole pour sequence.

A few things that bite superintendents here:

  • Floor flatness is a schedule item, not a finishing detail. Superflat and defined-traffic pours are slower, need more experienced finishers, and often want a laser screed and a night pour to control the surface. Don't schedule the slab like a standard warehouse pour and then act surprised when the racking installer red-tags your aisles.
  • Racking anchor layout has to be resolved before you pour, not after. If the rack layout and column lines aren't locked, you're either drilling into a superflat aisle later (and fighting the finish you paid a premium for) or you're guessing. Get the rack shop drawings in hand and coordinate the anchor and baseplate layout against your slab joints early.
  • Cure time is real time. You need 28-day strength before you load a fully racked, fully stocked high-bay system, and you often can't start setting steel racking on a slab that's still green without a plan. Build the cure into the schedule as its own line — don't let it disappear inside "slab complete."

If your look-ahead shows racking install starting the day after slab finish, you've already got a problem you can see three weeks out. That's the whole point of pulling the plan forward — you catch the collision on paper instead of in the field.

The fire protection fight you want to win early

Paper burns, and a high-pile records facility is one of the most demanding fire scenarios in commercial construction. You're almost certainly into high-piled combustible storage requirements, which usually means ESFR (early suppression, fast response) sprinklers or a scheme with in-rack sprinklers, and the design is driven by commodity classification, storage height, and rack configuration.

Here's the sequencing trap: the sprinkler design depends on the final rack layout, and the rack layout can't be finalized until the fire design is approved. Those two can chase each other in a loop for weeks if you let them. On a well-run job, the fire protection engineer, the racking vendor, and the AHJ are all talking during design so the storage arrangement, flue spaces, and aisle widths are settled before anybody orders steel. If in-rack sprinklers are required, that piping is physically woven into the racking — so the rack install and the sprinkler fitter are working the same real estate and have to be sequenced tightly, sometimes hand-in-hand.

Plan the overhead rough-in, hydro test, and rack install as a coordinated block, not three separate items that happen to land in the same month. And build in time for the fire marshal — high-pile storage almost always draws a dedicated review and a witnessed test, and that inspector's calendar is not on your critical path until suddenly it is.

Get the envelope tight before you chase climate control

Records last longer in a stable environment — cooler, drier, and steady. Many facilities run to preservation-style targets in the storage bays and tighter still in any vault or media rooms. None of that HVAC will hold a setpoint if the building leaks.

So the sequence matters: close the envelope, then commission the environmental systems. Roof watertight, walls up, doors and dock seals in, penetrations sealed — then you dry the building out and let the mechanical system prove it can hold temperature and humidity across a full day-night swing. A common miss is trying to commission and balance while the building is still open and the readings are garbage. You want a buffer here — a week or two between "envelope closed" and "start commissioning" — to let the structure and slab give up their construction moisture, because that moisture will fight your humidity control and skew every reading you take.

The order of the special areas, and why it's not the order you'd guess

These buildings are more than racking. Intake and processing, retrieval and order fulfillment, a secure vault, secure destruction, docks, offices, and the security backbone all have to come together. The instinct is to build the front of the house and the back of the house in parallel and hope they meet. Better to sequence them by dependency:

  • Vaults and high-security rooms go first among the "special" builds. A media vault or high-value records vault has fire-rated construction, its own tighter climate control, and hardened access — and it typically ties into the building's rated assemblies and the security head-end. It's slow, inspection-heavy work, and it doesn't like being rushed at the end. Pull it early.
  • Intake, indexing, and processing areas set the operational tempo. These are where cartons get received, scanned, barcoded, and staged. They need power, data, and material handling (conveyors, sorters, work stations) coordinated with the construction. The client often wants these live first so they can start onboarding records while you finish the storage bays.
  • Retrieval and fulfillment tie to the same conveyor and sortation runs. Sequence the equipment vendor's install against your building completion so their techs aren't standing around waiting on power, or worse, so you're not cutting finished floor to run a trench you forgot.
  • Secure destruction and shredding areas have real utility and dust-collection needs. Industrial shredders pull serious power and often need dust collection and sometimes make-up air. Coordinate the equipment cut sheets with your electrical and mechanical rough-in before the walls close, not after.
  • Docks and paving finish the movement loop. Dock levelers, seals, and door equipment need to be set and commissioned, and the exterior paving and truck court have to carry loaded box trucks. Weather-sensitive paving is a classic thing to leave too late and then eat a delay when the season turns on you.

The security and surveillance system is the thread running through all of it — access control, cameras, intrusion detection at the vault and destruction areas, and a head-end that everything reports to. It gets roughed-in throughout the building and commissioned near the end, and its final testing usually gates occupancy. Treat it as a whole-building system with one commissioning milestone, not as a punch-list afterthought in each room.

Where the weekly work plan actually earns its keep

All of the above is why a rolling look-ahead — pulling the next three to six weeks forward and re-planning every week — is worth more on this kind of job than on a plain-vanilla warehouse. The dependencies are dense and the reworks are expensive. A few habits that pay off:

  • Work backward from the commissioning milestones. Fire test, environmental commissioning, and security acceptance are the real finish lines, and each has an inspector or a vendor with a calendar. Put those dates on the wall first and let the trade work flow into them.
  • Make constraints visible before the week starts. The reason crews stall isn't usually manpower — it's a missing shop drawing, an un-poured slab, a fire approval that hasn't landed, an equipment delivery that's two weeks out. A weekly work plan that lists what each crew needs to start, and whether it's ready, is what turns a schedule from a wish into a commitment.   • Buffer the inspection-driven handoffs. Frame-to-cover, rough-in-to-cover, slab-to-load — anywhere an inspection or a test stands between two crews, leave a day or two of slack. On records buildings the fire and high-pile inspections especially do not reward an optimistic schedule.
  • Sequence by area, and let each area tell its own story. Vaults, processing, storage bays, docks, and office each move at a different pace. The short version

Records storage construction rewards the superintendent who respects the order of operations: a slab flat enough for the racking, a fire design and rack layout resolved together, an envelope tight before you chase climate, and the special areas built in dependency order with the security system treated as one system. None of it is exotic. It's just unforgiving, and it punishes the guy who plans it a week at a time in his head.

Pull the plan three to six weeks forward, name the constraints out loud, buffer the inspections, and hand the crews a weekly work plan they can actually commit to. Do that and the boring box goes together clean. Skip it and you'll spend the last month on the phone with the fire marshal and the racking vendor, wondering why the aisles won't pass.
