Boat storage looks like a simple building until you actually build one. Then you learn it's a marina, a warehouse, a fuel facility, and a permitting nightmare all sharing one waterfront parcel. The dry stack structure is easy. It's everything around it — the launch access, the wash-down drainage, the fuel containment, the environmental holds — that eats schedules and blows budgets. If you've run one of these, you know the building tops out on time and then you spend two months chasing a stormwater sign-off while the owner asks why you can't open before Memorial Day.

This is a rundown of how these jobs actually sequence, where they go sideways, and what a superintendent should be watching for from the day the site clears to the day the first forklift stacks a boat.

Start with the water, not the building

On a normal commercial job you clear, grade, and pour. On a waterfront storage facility, the site plan is dictated by two things that have nothing to do with the building footprint: how a 30-foot trailer with a boat on it turns around, and where you're legally allowed to touch the shoreline.

Trailer geometry drives your paving and your drive aisles. A truck-and-trailer combo backing a boat needs far more room than a delivery van, and it needs it in the exact spots where customers queue for the launch or the travel lift. Lay that out wrong and you've built a facility people can't maneuver in — a mistake you can't paint your way out of after the concrete cures. Get the turning radii and aisle widths confirmed with the operator before you set a single form, because the paving is one of the last things down and one of the most expensive things to redo.

The shoreline work is the long pole. If the job touches navigable water — a ramp, a bulkhead, a travel-lift pier — you're likely into a permitting stack that can include the Army Corps of Engineers, your state environmental agency, and sometimes a coastal commission. These reviews run on their own calendar, not yours. The right move is to file early, treat the permit as a hard predecessor for every water-side activity, and schedule the whole shoreline scope as if the approval date is fixed and immovable, because it effectively is. A short-interval plan that carries "USACE nationwide permit verification" as a live constraint — with the responsible party and the expected date — keeps that hold visible to everyone instead of surfacing as a surprise the week the marine contractor mobilizes.

Dry stack: the structure is the easy part

Multi-level dry stack buildings are where the storage density lives, and structurally they're not exotic — a pre-engineered metal building or a heavy steel rack system on a slab. The complication is the forklift. These aren't warehouse forklifts; a marine stacker that pulls a 12,000-pound boat off the top rack is a large, heavy machine with a specific reach, a specific turning envelope, and real point loads on your slab.

Two coordination items sink more dry-stack jobs than any framing problem:

  • Slab design has to match the machine. Get the actual forklift make and model — and its loaded wheel loads — before the slab is designed, not after. Retrofitting a slab that was poured for a generic warehouse load is demolition, not a change order.
  • Clear heights and rack spacing are unforgiving. The stacker needs vertical clearance to lift, tilt, and place. Coordinate the rack layout, the building clear height, and any overhead — sprinkler mains, lighting, bracing — as one problem. A sprinkler main hung two inches too low doesn't show up until the operator can't clear the top rack, and by then the fire main is buried in the ceiling.

Sequence the rack and forklift commissioning as a distinct phase after the shell is weathertight, and build in time for the operator to actually run a boat through the system before you call it done. That trial is your real inspection.

Wash-down and the drainage you can't skip

Every boat coming out of the water carries growth, bottom paint residue, and whatever's in the marina. Wash-down water is regulated discharge, not runoff you let sheet off the pad. The wash station needs a graded, contained pad that captures the water and routes it to treatment or an approved discharge point — often an oil-water separator or a settling system before anything leaves the site.

The gotcha here is sequence, not scope. The drainage, the containment, and the utility connections all live under or right at the wash pad, and they have to be inspected before you pour the surface over them. Rush the slab and you're saw-cutting good concrete to fix a separator connection you buried. Treat "wash-pad underground rough and inspection" as a firm predecessor to the pad pour and hold the line on it — this is exactly the kind of buried-work dependency a weekly work plan exists to protect.

Fuel: the scope that stops the whole job

If the facility fuels boats, the fuel system is the single most schedule-sensitive item on site. Underground or aboveground tanks, dispensers, spill containment, vapor recovery, and leak detection all carry environmental compliance requirements, and the tank installation itself usually needs a specialty contractor and its own inspections before you can backfill or pave over anything.

Run the fuel scope as its own mini-project inside the larger job. The tank set, the containment, the piping to the dispensers, and the electrical for leak monitoring have to interlock with your site utilities and your paving — and every one of those steps has an inspection gate. The classic failure is paving the fuel area on the general site schedule and then discovering the tank tightness test or the environmental sign-off hasn't cleared, forcing you to leave a hole in your finished asphalt. Sequence the fuel inspections ahead of any surface work over them, and don't let the paving crew get near that zone until those gates are closed.

Winterization and service space — build ahead of the season

Enclosed service bays for winterization, shrink-wrapping, and mechanical work are conditioned, utility-heavy spaces: water, drains, compressed air, sometimes a lift. None of that is hard on its own. The constraint is the calendar. In most markets the winterization rush hits a narrow window in the fall, and a service building that's "almost done" in October is useless to the owner.

Back-schedule from the season. If the operator needs to be winterizing boats by mid-October, work backward through equipment install, utility connections, MEP rough and inspection, and shell completion to find the real must-start date — and treat that as a milestone you defend, not a hope. A rolling look-ahead that keeps the service building's seasonal deadline in view every week is the difference between opening for the winterization season and eating a year of lost revenue for the owner.

Launch access and the travel lift

The launch method — a ramp, a travel lift, or both — is where facility development meets marine construction, and the two trades work on completely different clocks. Your paving crew thinks in days; a marine contractor driving piles for a lift pier thinks in tides, barge availability, and the same shoreline permits from earlier.

A travel-lift bay is a precise piece of work: the pier geometry, the rail or runway spacing, and the slab all have to match the specific lift being installed, exactly like the dry-stack forklift. Coordinate the lift manufacturer's requirements into the design early, and sequence the marine construction against the permit window and the water-access work so the lift install lands after the pier is ready, not while the marine crew is still on site. Schedule these two scopes so their site logistics don't collide — a barge crew and a paving crew fighting over the same shoreline access is a lost week nobody planned for.

Security, offices, and everything customer-facing

The customer building — office, retail, a waiting area — and the security systems tend to get treated as afterthoughts, and that's usually fine as long as you're honest about priority. The revenue is in stored boats and fuel, so the storage structures and marine access come first. But two things are worth flagging.

Security infrastructure — camera conduit, card-reader wiring, gate power — is buried and in-wall work. It has to go in during rough-in, even if the cameras and software show up at the very end. Miss the conduit rough and you're either trenching a finished lot or running exposed wire on a facility full of expensive boats. And the customer building's certificate of occupancy can gate your operational opening even when the storage side is ready, so don't let the office finishes quietly become the thing that holds up the whole facility.

Where a look-ahead earns its keep on these jobs

What makes boat storage hard isn't any single trade — it's the number of independent, inspection-gated, calendar-locked scopes stacked on one parcel: the permit window, the buried wash-pad drainage, the fuel gates, the seasonal service deadline, the tide-dependent marine work. Any one of them can stop everything downstream, and none of them respect your master schedule bar chart.

Build the water access and the permits like they're the critical path, because they are. Match every slab and pier to the actual machine that lands on it. Protect the buried inspections.
