Transitional housing looks like an apartment building on the drawings, and that is exactly the trap. You bid it like multifamily, you staff it like multifamily, and then somewhere around month four you realize half the ground floor isn't residential at all. It's a commercial kitchen, a case-management suite, a childcare room that needs a state license, a computer lab pulling its own dedicated circuits. What you're really building is two buildings stacked in one shell: a residential project and a small clinic-slash-community-center, on one schedule, under one certificate of occupancy, usually with a funder breathing down your neck about a hard move-in date.
The projects that go sideways almost never fail on the framing. They fail on the seams between those two buildings, and on the fact that a supportive-housing operator can't take the keys until both halves are done, inspected, and licensed. Below is how I sequence these jobs and where I've watched them get away from crews.
Treat the building as two overlapping projects, not one
The residential side is repetitive and predictable. Once you've got a rough-in rhythm on the first stack of units, the trades can march floor to floor and you can practically set your watch by them. That's the easy part, and it's also the part that lulls PMs into a false sense of schedule health.
The service side is where the risk lives. It's low-repetition, high-coordination work: a handful of rooms, each with its own inspector, its own equipment vendor, its own regulatory sign-off. A commercial kitchen touches the health department. A childcare room touches licensing. Case-management offices touch privacy and low-voltage. None of those approvals move at the pace of your drywall crew, and none of them care that you're 90% done everywhere else.
The practical move is to run them as two linked streams in your look-ahead. Let the residential stacks flow on their own rhythm, and give every service space its own sequence with its own long-lead and inspection milestones called out explicitly. In a location-based weekly work plan this is natural — the residential floors are one set of locations flowing vertically, the ground-floor program spaces are a separate set of locations, and you can see at a glance when a service room is falling behind the units around it. That gap is the early warning. The commercial kitchen will set your critical path — plan around it
A shared community kitchen is the single most underestimated room in this building type. Crews see "kitchen" and picture the residential unit kitchens they've done a hundred times. This is a commercial kitchen with residential occupants, and it drags in a completely different chain of work.
Here's the sequence that actually bites people, in order:
- Grease interceptor and sanitary. Often below slab or in the site work. If this isn't set before you pour, you're saw-cutting later. Get it on the earliest look-ahead you build.
- Type I hood and make-up air. This is a mechanical, structural, and fire event all at once. The hood is a long-lead item — order it early, because a 10-week hood lead has ended more move-in dates than any framing delay I've seen.
- Fire suppression tie-in and gas. The Ansul system and the gas connection want to happen in a specific order with the hood, and both carry their own inspections.
- Equipment set, then final health inspection. The health department won't sign off on an empty room. Equipment has to land first, which means your kitchen equipment vendor's delivery date is a hard schedule constraint, not a nicety.
Build backward from the health inspection. That inspection can't happen until equipment is set; equipment can't set until the room is finished and the hood is up and tested; the hood can't go up until the structural support and make-up air are in. Miss the hood order in the first month and no amount of overtime on the residential side buys it back. I put the hood, the interceptor, and the equipment delivery on the look-ahead as named milestones the day the schedule is born, not when we "get to" the kitchen.
Anything that needs a license is not on your timeline
The hardest thing to teach a superintendent moving into supportive housing is that a licensed space finishes on the licensor's calendar, not yours. Childcare is the classic example. An on-site childcare room supports parents getting to work, so the operator wants it open day one — but the state licensing inspection has its own queue, its own checklist, and staff who have to be hired and trained before the doors open.
Same story, lower intensity, for the health-inspected kitchen and for any clinical or exam space a partner agency runs. The rule of thumb: for every space that requires an outside license or a specialized occupancy sign-off, finish the physical construction two to three weeks ahead of the rest of the building, and put the inspection request in the moment you're punch-ready. That buffer isn't slack — it's absorbing the reinspection you should assume you'll get. Plan for one failed inspection on the licensed rooms and you'll rarely be wrong. The crews that plan for zero are the ones eating a two-week delay on the whole certificate of occupancy because one room bounced.
The units are easy until you sequence the finish wrong
On the residential side, the failure mode isn't the rough-in — it's the tail end, where FF&E collides with your punch. Transitional units often come furnished: appliances, and frequently beds, tables, and casegoods delivered by the operator or a furniture vendor. That delivery is not your work, which is exactly why it gets forgotten on the schedule.
Sequence it deliberately. Finishes complete, then final clean, then furniture delivery, then unit punch and lock-off. If furniture lands before final clean, you're now protecting new furniture from your own trades and doing touch-up around it. If it lands after you've locked units for the C of O, you're breaking the seal and re-cleaning. I want a one-to-two-day buffer between "unit finished" and "furniture in," and I want the operator's delivery date pinned in the weekly work plan the same as any sub's. When a delivery truck is a schedule dependency, it belongs on the schedule the crew is actually looking at — not in an email thread nobody reads.
Low-voltage and security are their own trade flow
Supportive housing runs on low-voltage more than most residential work. Computer labs and resource rooms need real network infrastructure. Case-management offices need data drops and often duress or privacy considerations. Security has to protect residents without making the place feel like an institution — cameras, controlled access, and intercoms, threaded through a building that's supposed to read as a home.
The gotcha is timing against drywall. Rough-in the cabling, backing, and conduit before the walls close, or you're fishing wire and cutting in later at three times the cost and twice the schedule hit. Megger and test the data runs before you close the wall — chasing a bad drop after finishes is miserable and slow. Treat low-voltage as a distinct trade flow that has to land its rough-in inside the same window as electrical rough, and hold the wall-close inspection until it's verified. Where the schedule actually earns its keep
The through-line on every one of these failure modes is the same: the residential and service halves finish on different clocks, and the building can't open until they meet.
