Infrastructure work breaks most of the scheduling habits you build on vertical jobs. On a mid-rise, you stack trades floor by floor and the building holds still while the crews move through it. On a highway widening or a force-main replacement, the "building" is three miles long, the crews chase a moving front, and half your problems are things a general contractor never touches: lane closures, utility conflicts nobody located right, a batch plant that shuts down when it hits 40 degrees, and an owner who wants certified payroll before they'll release the pay app. Managing subs in that environment isn't the same job, and the tools you pick have to reflect that.

This isn't a feature checklist. It's a look at where subcontractor coordination actually goes sideways on heavy civil and linear work, and what a scheduling and management platform needs to do so your foremen aren't spending Friday afternoon reverse-engineering next week from a stack of emails.

Why linear projects don't schedule like buildings

The core difference is that infrastructure is measured by station, not by floor. Your grading sub, your storm crew, your paving crew, and your striping crew all move down the same corridor in sequence, and the thing that kills you is the gap between them. If grading is at station 40+00 and the underground crew is stuck back at 22+00 because a gas line came in two feet high, you don't have a "trade conflict" — you have a work front that's split in half with idle equipment on both ends.

That's why a calendar-and-Gantt view alone lies to you on this kind of work. A Gantt bar says "utilities, 3 weeks." It doesn't say where the utility crew is versus where paving needs them to be. What you actually want is a location-based, look-ahead view: this stretch of the corridor, this week, who's working it and who's queued behind them. When you plan by location instead of by abstract activity bar, the handoffs become visible, and so do the collisions. That's the whole premise behind a good look-ahead schedule on linear work — you're managing a relay, and you need to see the baton passes.

A practical rule of thumb: never let two dependent crews share the same station range in the same shift unless you've deliberately planned a follow-on (say, pipe crew followed by backfill in the same trench). Overlap that isn't planned is just two foremen fighting over the same 200 feet of dirt.

Sequencing the trades that actually run these jobs

Vertical work has a rhythm most supers know cold: frame, rough-in, inspect, cover, finish. Heavy civil has its own, and it's less forgiving because so much of it depends on inspection and testing you don't control.

  • Earthwork and grading set the pace for everything. If subgrade isn't proof-rolled and passing, nothing downstream can start. Build a buffer here — subgrade failures after rain are common, and a rejected proof-roll can cost you two or three days of drying and recompaction.
  • Wet and dry utilities go in before you pave, and this is where the schedule most often detonates. Pothole and verify existing utilities before you commit a trench line, not after. A single unmarked duct bank can stall an entire reach.
  • Base and paving are weather- and temperature-gated. Asphalt has minimum lay temperatures; concrete paving wants curing time and can't take traffic early. Plan paving around the forecast, not around when the crew is "available."
  • Striping and permanent signage are the tail, but they're also gated by cure time and often by a nighttime lane-closure window. Miss the window and you slip a week for a two-hour task.

The gotcha across all of it: the buffer between civil trades usually isn't cleanup and inspection like it is between framing and rough-in. It's testing and acceptance. Compaction tests, concrete breaks, density gauges on the mat — you're often waiting on a lab or an agency inspector, and that lead time belongs in the plan as its own line, not buried inside another crew's duration.

Equipment is the constraint, not just the crew

On a building, the constraint is usually manpower and space. On heavy civil, the constraint is frequently a single expensive machine. You've got one excavator that's rated for the deep sanitary run, one paver, maybe one crane for the bridge girders. Those machines move down the corridor on their own schedule, and every sub's plan is really a negotiation over who gets the iron and when.

When you build the week, schedule the equipment first and let the crews fall in behind it. If the paver is committed to the northbound lanes Tuesday and Wednesday, then the base crew has to be finished and tested by Monday night — that's a hard constraint, and it should drive the whole upstream plan. A short-interval look-ahead that shows equipment as its own trackable resource keeps you from double-booking a machine that only exists once on the job. Mobilization and demob time counts too; lowboying a machine across the site or off to another job eats hours you'll otherwise pretend don't exist.

Materials that can't sit in a Conex

Infrastructure materials don't behave like palletized building supplies. Ready-mix has a placement clock. Asphalt loses temperature in the truck and can't be stockpiled. Aggregate deliveries are measured in truckloads per hour against a batch plant's output. That means your material plan and your crew plan are the same plan — if you order 400 tons of mat for a pour and the crew hits a delay at 2 p.m., you're now dumping loads that are going cold.

Tie deliveries directly to the day's work in your look-ahead so dispatch, the plant, and the crew are reading the same page. The failure mode to avoid: a foreman calls in a concrete order off memory, the pour gets pushed a day for an inspection, and nobody tells the plant. Now you're eating a short-load fee or a wasted truck. Every material with a shelf life or a placement window should be pinned to a specific dated activity, not floating in a general "order concrete" note.

The compliance layer public work bolts on

Most infrastructure runs through a public owner — DOT, a water district, a transit authority — and that adds a whole administrative trade that never shows up on a private job. It doesn't build anything, but it can stop everything.

  • Certified payroll and prevailing wage. Davis-Bacon (and state equivalents) require weekly certified payroll from every sub. Fall behind and the agency can hold your pay application. This is a weekly cadence you and every sub have to hit, no exceptions.
  • DBE/MBE utilization. Most federally funded work carries a Disadvantaged Business Enterprise goal, and you have to document actual dollars flowing to those subs against your commitment. Miss the goal without good-faith documentation and you've got a real problem at closeout.
  • Environmental compliance. SWPPP inspections after rain events, dewatering permits, dust control, endangered-species windows that shut down clearing for months. These aren't paperwork — a missed stormwater inspection is a fineable event.
  • Agency inspection holds. On public work you often can't proceed past a checkpoint until the agency inspector signs off. Build those hold points into the schedule as real, dated dependencies. A crew standing around because nobody scheduled the inspector is pure burned money.

The point isn't that software fills out your certified payroll. It's that these obligations have to live inside the same weekly plan your crews work from, so the inspection hold and the payroll deadline are visible next to the work, not sitting in a separate binder someone forgot to open.

Weather, work zones, and the things you can't control

Weather isn't a footnote on civil work — it's a scheduling input. Rain shuts down earthwork and paving and then adds drying time on the back end. Cold shuts the batch plant. Wind stops crane picks on a bridge. The supers who stay ahead of it build weather contingency into the look-ahead directly: when the forecast turns, they've already got the indoor or weather-independent work — structure prep, form building, utility work under cover — staged to swap in so the crew doesn't sit idle.

Work-zone traffic control is its own discipline, and it's frequently the real bottleneck. Lane closures need agency-approved permits and often only open a fixed nightly window. Coordinate the closure permit, the traffic control setup crew, and the actual production crew as one unit — if striping shows up at 9 p.m. and the traffic control sub isn't set until 11, you've lost a third of your window before the first crew turns a wheel. And these are the tasks where a bad handoff isn't just lost time, it's a safety event. Work-zone incidents are among the most serious on any highway job; a plan that puts the right people in the right closure at the right time is a safety document, not just a productivity one.

Quality testing and as-builts: the tail that owns your closeout

Two things get shortchanged in the field and then haunt you at closeout. First, materials testing — compaction, concrete breaks, asphalt density — runs on a lab's clock, and 28-day concrete breaks can't be rushed no matter how much you want to backfill against that wall. Schedule the test, then schedule the dependent work around when results actually land, not when you took the sample.

Second, as-built documentation. On buried infrastructure, the as-built is the deliverable — the water district needs to know exactly where that valve and that pipe went, because in ten years someone's going to dig for it off your record. Capture location and survey data as the work goes in the ground, while it's still open. Nobody remembers the depth of a service lateral three months and two miles later, and re-surveying a covered utility is a bad day and a change order you'll lose.

Making it one plan instead of ten

Strip away the specifics and the infrastructure problem is this: too many moving fronts, too many outside gates (weather, testing, inspection, permits), and a crew of subs each carrying their own private version of the schedule. The value of a real short-interval scheduling tool here isn't the software itself — it's that everyone works from the same location-based weekly plan, and the constraints that actually drive the job are visible on it.
