Office Building Scheduling Using Look Ahead Schedule Construction

An office building is really two jobs stacked on top of each other. There's the base building — structure, envelope, core MEP, vertical transportation, life safety — that you're driving toward a shell certificate of occupancy. And there's the tenant improvement work, which usually belongs to a different set of drawings, a different money source, and sometimes a different GC entirely. The base building team wants to close out and demobilize. The TI teams want floors turned over yesterday. Your job as the superintendent is to keep those two clocks synchronized without letting either one run over the other.

That's a coordination problem, not a wall-chart problem. A CPM baseline tells you the office is supposed to open in fourteen months; it does not tell your fire-stopping sub which floor to hit Tuesday morning, or warn you that the elevator can't be turned over for material handling until the machine room gets permanent power. The place where those decisions actually get made is the look-ahead — the two-to-six-week window where the master schedule turns into work you can hand a foreman. Below is how I sequence an office building through that window, and where I've watched it go sideways.

Structure: Set the Rhythm Everything Else Inherits

On a multi-story office building, the structure sets the tempo for the whole job. Whatever floor cycle you establish — a deck every five working days on a steel building, every seven to ten on cast-in-place concrete — becomes the drumbeat every follow-on trade marches to. Miss it early and you're not behind by a day, you're behind by a day times every floor above you.

The sequence that matters here is the vertical stagger. You don't wait for the whole frame to top out before anyone else moves. Once you're three or four floors up and the deck is poured and cured, you can release the lower floors for MEP rough-in overhead. In the look-ahead, I'm tracking three things per floor: deck poured, shored/reshored status, and released for follow-on. That third one is the handoff a lot of teams forget to make explicit — the concrete guys know the slab is done, but the mechanical foreman doesn't know he's cleared to hang his mains until somebody says so and the reshores are confirmed out of his way.

A rule of thumb worth keeping: put a real buffer between structure and the trade that follows it up the building. Reshore removal, deck cleanup, and layout survey don't happen for free. If your look-ahead shows overhead rough-in starting the same day the deck is poured, someone drew a fantasy.

Envelope: The Line Between "Weather-Tight" and "Idle Crews"

Nothing gates interior work like the building envelope. You cannot hang and finish drywall, lay finished flooring, or run final trim in a space that's open to the weather. So the single most important date on an office building look-ahead is often weather-tight by floor — the day the curtain wall, windows, or panel system are installed and sealed well enough that you can start conditioning and drying out the interior.

Curtain wall is where schedules quietly rot. Long lead times on custom units mean the glazing package is frequently the last thing to actually show up, and it installs from the bottom up on a swing stage or mast climber, which means it competes with everyone else for the exterior of the building. Coordinate the glazing sequence against your hoisting and your exterior scaffold in the look-ahead, not on the fly. And build in the mockup and the water test — the first units up should get tested for air and water infiltration before you've installed forty floors of the same detail and discovered the sill flashing leaks.

Practical move: sequence temporary heat, dehumidification, and slab moisture testing right behind weather-tight on each floor. Flooring subs will want moisture readings under the manufacturer's threshold before they'll warranty the install, and those readings take days to trend down. If you turn a floor over to a flooring crew the day it's dried in, you're going to get a callback.

Core and Shell MEP: The Systems Every Tenant Depends On

Base building mechanical, electrical, and plumbing is the connective tissue — central plant, main switchgear, domestic and sanitary risers, the base building fire pump and standpipes, and the trunk ductwork feeding each floor's future VAV boxes. None of it is glamorous and all of it is on the critical path, because tenant work can't be inspected or commissioned until the systems that serve it are energized and functional.

The coordination gotcha here is the shaft. Risers, conduits, and duct chases stack vertically through the whole building, and every trade wants the same real estate. This is exactly the kind of thing that a coordinated model catches in the office and a look-ahead enforces in the field: sequence who's in the shaft when, floor by floor, so your plumber isn't standing on the same landing your electrician needs, both burning a day. Get permanent power planned early. The whole back half of the job — elevators, commissioning, life safety testing, tenant fit-out — waits on the utility energizing the building. That milestone has a long, bureaucratic tail with the power company and the AHJ, and it belongs on your six-week look-ahead well before you think you need it.

Elevators: Quietly on the Critical Path

Elevators are the trade everyone underestimates. The install itself is long, it needs the hoistway complete and the machine room powered, and — critically — the state inspection and temporary-use permit have lead times you don't control. Yet the elevator is also your best material-handling and man-lift once it's running, so getting even one car on temporary use early can unclog the whole interior fit-out.

In the look-ahead I treat the elevator like its own mini-project: hoistway ready, rails set, car and machine installed, permanent power to the machine room, inspection scheduled, temporary use granted. Each of those is a dependency for something else, and the temporary-use date in particular tends to be the constraint that flooring, drywall, and TI material deliveries are all secretly waiting on. Surface it early or watch four trades stall at once.

Life Safety: The System That Touches Every Floor

Fire alarm, sprinkler, smoke control, and the fire command center are building-wide by nature, which makes them a scheduling headache — you can't fully test them until the whole system is installed and integrated, but you need partial sign-offs to keep releasing floors. Sprinkler rough-in follows the structure up the building and has to be coordinated tight with ductwork and other overhead trades, because whoever's highest in the ceiling usually goes first.

The milestone that sneaks up on people is the integrated systems test — fire alarm, sprinkler flow, smoke control, elevator recall, and door hardware all proven to work together in front of the fire marshal. That test is a hard gate for occupancy, it requires several trades and vendors in the building on the same day, and it frequently fails the first time on some integration detail. Put it on the look-ahead with a retest window built in behind it. Assuming a clean first pass is how a CO date slips two weeks.

Turning Over Floors to Tenant Improvement

The base-building-to-TI handoff is where an office building schedule lives or dies. Turn a floor over before it's genuinely ready — envelope sealed, floor conditioned, core MEP stubbed and capped, life safety infrastructure roughed, freight elevator available — and the TI team burns their first week working around your incomplete base building and blaming you for their delays. Turn it over too late and you've got expensive tenant contractors and tenant coordinators breathing down your neck.

Define the turnover condition in writing and track it as a milestone per floor. A short, honest handoff checklist beats a handshake every time:

  • Envelope weather-tight and floor within moisture spec
  • Core MEP mains installed, tested, and stubbed to the tenant demising line
  • Life safety rough-in complete and coordinated with the tenant's ceiling plan
  • Permanent or reliable temporary power and lighting to the floor
  • Freight elevator and loading dock access scheduled and shared
  • Base building punch on that floor complete — not "mostly"

Because base building and TI usually run on different weekly work plans and sometimes different companies, the shared artifact matters. When both teams are looking at the same location-based look-ahead — this floor is base-building's this week, that floor is turned over to TI, the freight elevator is booked for the mechanical sub Thursday morning — you stop relitigating the same access fights in every OAC meeting. That visibility is the whole point of short-interval scheduling on a job with overlapping crews.

Common Areas, Commissioning, and Chasing the CO

The lobby and common areas are the last thing finished and the first thing the owner sees, which is a bad combination for your schedule. High-end lobby finishes — stone, millwork, feature lighting, specialty ceilings — have long lead times and low tolerance for rework, and they're happening in the same zone as your final elevator lobby work and the fire command center. Sequence them late but plan them early; the long-lead material orders for a lobby need to be placed while you're still pouring structure.

Commissioning runs in parallel with all of it. Cx isn't a phase you bolt on at the end — it's functional testing of mechanical, electrical, and controls that has to be scheduled against each system's completion, and it routinely finds problems that send you back to a trade for corrections. Build the corrective loop into the look-ahead. A commissioning agent flagging a bad damper actuator on week one is a save; finding it during the final walk with the owner is a delay.

Everything converges on the certificate of occupancy. Working backward from the CO — final building inspection, integrated fire test and retest, elevator sign-offs, accessibility, and however your local AHJ handles shell versus tenant occupancy — gives you the real deadlines the rest of the job hangs from. Get your building department in a pre-inspection conversation early so the requirements aren't a surprise in the last month.

An office building rewards teams that treat scheduling as active coordination rather than progress reporting. The structure sets the rhythm, the envelope gates the interior, core MEP and life safety and elevators are the shared systems every tenant depends on, and the base-building-to-TI handoff is the seam where good jobs separate from painful ones. None of that is managed from a bar chart. It's managed floor by floor, week by week, in a look-ahead that assigns real crews to real locations and makes the handoffs explicit — so the two clocks running your building stay in sync instead of colliding in the last sixty days.
