The first time you run a job on a military installation, the schedule isn't what bites you. It's the gate. Your drywall sub shows up at 6:30 a.m. with a five-man crew, and three of them don't have base access sorted out, so they sit in the visitor control center parking lot for two hours while your foreman burns his morning chasing an escort. Multiply that across a dozen trades over a year and you understand why defense storage projects — ammunition magazines, vehicle sheds, cold-storage warehouses, controlled-humidity equipment buildings — run on coordination discipline that would make a commercial GC sweat.

Military storage construction isn't harder because the buildings are exotic. A pre-engineered metal storage building is a pre-engineered metal storage building. It's harder because access, sequencing, inspection, and documentation are all wrapped in rules that don't bend, and because the people who can do the work are a smaller pool than you're used to. This piece is about how to actually manage the subs and the sequence on that kind of job, and where a real look-ahead scheduling discipline earns its keep.

Access Is the Schedule

On a commercial job, manpower is your constraint. On a controlled installation, access is your constraint, and it sits upstream of manpower. Before anyone swings a hammer you're dealing with base passes, background checks, vehicle inspections at the gate, and for some facilities, actual security clearances tied to what the building will store.

The practical failure mode is treating access like a one-time mobilization task. It isn't. Your subs churn labor — a plumber pulls two guys off your job for an emergency across town and backfills with a helper who's never been to the base. That helper is dead weight until he's badged. So build access into your rolling plan the same way you build in a concrete cure:

  • Roster lead time. Get the badging timeline from the security office in writing before you sign anyone up, and treat it as a hard buffer. If base access takes ten working days, then a sub who's starting rough-in three weeks out needs his roster submitted now, not the Friday before.
  • Escort ratios. In controlled areas, uncleared workers need cleared escorts, often at a fixed ratio. That ratio is a real scheduling limit. Twenty uncleared laborers and one escort means you have a bottleneck, not a crew.
  • Gate hours and vehicle checks. Deliveries get inspected. A concrete truck that would roll straight onto a commercial pour waits at the gate. Bake that lag into your delivery windows or you'll cold-joint a slab waiting on the second truck.

The move here is to make access status a visible line in your weekly work plan, not a side conversation. When you're looking three and four weeks out at who's doing what, the honest question isn't "is the crew available?" — it's "is the crew badged and available?" Those are different questions, and only one of them keeps you off the critical path.

Hardened and Blast-Resistant Work Changes the Sequence

Ammunition and ordnance storage, and a lot of secure equipment storage, involves hardened construction — thicker reinforced walls, blast-resistant doors, earth-covered magazines, blast-relief venting. This isn't just heavier; it reorders your sequence and stretches your durations.

A few things that catch teams new to it:

  • Rebar congestion. Hardened walls carry far more steel than a commercial CMU or tilt wall. Placement is slow, inspection is slower, and your embed and sleeve coordination has to be nailed down before the cage goes up, because you're not going to be drilling through it later. Get the electrical and mechanical embeds walked and signed off while the wall is still open.
  • Specialty doors are long-lead and drive framing. Blast doors and vault doors are engineered assemblies with lead times measured in months, not weeks. The rough opening is unforgiving. Confirm the actual submitted-and-approved dimensions before you form the opening, and protect the frame — these doors get damaged on site more than anything else in the building.
  • Earth cover and drainage come late but plan early. For earth-covered magazines, the backfill and drainage sequence interacts with waterproofing and any cathodic protection. Blow the waterproofing inspection and you're re-excavating a hill.

The rule of thumb: on hardened work, your structural durations roughly double relative to conventional, and your inspection holds are longer. Don't copy durations from your last warehouse job. Walk the hardened scope with the trade foremen and the inspector's expectations in mind, and give the concrete and rebar sequence a genuine buffer before you promise a dry-in date.

Inspection Holds Are Real Activities — Schedule Them

This is where commercial habits hurt you most. On federal storage work, government inspection isn't a rubber stamp at the end; it's a series of hold points woven through the build. The quality program (typically a three-phase model — preparatory, initial, and follow-up inspection for each definable feature of work) means you can't quietly close a wall or cover a slab and sort out paperwork later.

Treat every inspection hold as a scheduled activity with a duration and a predecessor, because that's what it is. The classic burn is trades that are used to self-certifying:

  • Don't cover work before the initial inspection. Megger and document the conduit runs, pressure-test and witness the piping, get the embed and rebar inspection signed — then close the wall. Re-opening finished work to prove a run is the most expensive way to learn this lesson.
  • The preparatory meeting gates the start, not the finish. A definable feature of work can't legitimately start until its preparatory inspection is done and the submittals are approved. If your look-ahead shows a trade starting Monday but the prep meeting isn't scheduled, that start is fiction.
  • Build in the notice period. Inspectors need advance notice for hold points. If it's a 48-hour notice, then the inspection can't float — its predecessor has to finish two days before you need the inspector on site.

When you map these holds into a short-interval schedule, the whole job gets more honest. A weekly work plan that shows "close walls" without the "rough-in inspection — signed" activity in front of it is setting a trade up to either wait or, worse, cover work they'll have to tear back open.

Climate Control and Sensitive Storage Finish Late but Plan Early

Storage buildings for electronics, optics, munitions components, or medical stock live and die on their environmental systems — controlled humidity and temperature, sometimes tight tolerances that a normal HVAC contractor doesn't design for. That equipment usually commissions near the end, but the coordination has to happen at rough-in.

The trap is a dehumidification or precision-cooling package that arrives late and a building envelope that got closed up without the right penetrations, curbs, or slab depressions for it. The fix is unglamorous: pull the mechanical shop drawings forward, confirm the equipment's actual footprint and utility requirements against the approved submittal, and coordinate the envelope and structural details before you dry in. Then protect your commissioning window at the end — sensitive storage almost always needs a stabilization and validation period before the owner accepts it, and that's schedule time you can't compress.

Perimeter Security, Utilities, and the Access-Control Package

Fencing, barriers, entry control points, intrusion detection, and the low-voltage backbone that ties them together are their own coordination problem, and they tend to get shoved to the end where they collide with paving and landscaping.

Two things save you here. First, sequence the site security work with the underground — you don't want to trench for security conduit after the paving crew has left and the lot is striped. Second, the access-control and intrusion-detection systems often require cleared integrators and government acceptance testing of their own, so they carry the same badging and inspection overhead as the interior secure work. Don't schedule them like a fence contractor and a card-reader installer. Schedule them like a controlled trade with a testing hold.

Documentation Is a Deliverable, Not an Afterthought

On federal storage jobs, the paper is part of the product. Daily reports, quality control reports tied to each feature of work, material certifications and submittals, inspection sign-offs, and the closeout package all have to be complete and traceable, and a missing certification can hold a payment or a beneficial-occupancy date hostage.

The teams that struggle are the ones capturing this reactively at the end. The ones that don't have made documentation a standing item in the weekly rhythm: every definable feature of work that finishes this week has its QC report, its inspection sign-off, and its material certs collected that week, while the crew and the inspector are still on site and remember it. Chasing a mill cert three months after the steel went up is a bad afternoon you can avoid entirely.

Where Look-Ahead Scheduling Actually Earns Its Keep

Everything above shares a shape: constraints that live upstream of the physical work — access, clearances, long-lead specialty items, inspection notice periods, cleared integrators. What surfaces them is the disciplined weekly and multi-week look-ahead: pulling the next four to six weeks into focus, walking each planned activity against its real constraints, and refusing to commit work that isn't genuinely ready.
