The first time you hand over a floor while you're still framing two floors above it, you learn something the schedule never tells you: the moment people move in, half your jobsite stops being a jobsite. It becomes someone's office, someone's patient room, someone's storefront. Your crews now share the building with people who have no idea what a hot-work permit is and don't care. That's phased occupancy, and it's where a lot of otherwise well-run jobs come apart.
Phased occupancy means turning over completed portions of a building to the owner while construction continues elsewhere. Vertical high-rises, hospitals doing wing renovations, tenant-improvement work in a live office tower, multi-family where the leasing office needs units to rent before the building tops out. The construction problems are the ones you already know how to solve. The hard part is running a live building and an active jobsite in the same footprint, on the same day, without one wrecking the other. This is a coordination problem before it's a construction problem, and it's exactly the kind of thing the Last Planner System and disciplined look-ahead scheduling exist to manage.
Why phased occupancy breaks a normal schedule
A conventional CPM schedule assumes you control the whole site. Phased occupancy takes that assumption away. Now you've got constraints that don't show up in bar-chart logic:
- Access windows. You can't just send the mason to a wall. You can send him after hours, or during a maintenance window the facilities manager blessed three days ago, escorted, through a route that doesn't cross an occupied lobby.
- Live systems you can't shut off. The occupied floor needs power, water, HVAC, and a working fire alarm 24/7. Your riser work on the floor above is tied into the same systems.
- Noise, dust, and vibration limits. Core drilling over a functioning operating room or a law firm's conference room is not a "whenever the crew gets to it" activity.
- Life safety that has to stay intact. The occupied portion needs continuous egress, fire separation, sprinkler coverage, and detection while you're actively taking those same systems apart next door.
None of that lives in the durations. It lives in the constraints, and constraints are precisely what a short-interval, look-ahead planning process is built to surface and clear before the work hits the wall.
Plan by zone, not just by trade
The single most useful move on a phased job is to stop thinking about the building as one thing and start thinking in zones with hard boundaries. On a good phased plan you'll usually see four:
- Occupied zones — handed over, the owner's now, off-limits without an escort and a reason.
- Transition zones — the next phase, in punch and commissioning, days or weeks from turnover.
- Active construction zones — still yours, run them like a normal job.
- Buffer zones — the dead space between occupied and active. This is your temporary partition wall, your ICRA barrier, your dust-tight separation. Treat the buffer as real scope with real cost, because it is.

Instead of "who's working Tuesday," you're asking "what work is happening in the buffer this week, and does anything in the active zone breach into occupied space." Sequence the handover, not just the construction
Every phase has its own miniature project-closeout, and each one has to land in order or the whole handover stalls. Get these milestones onto the look-ahead as real, constraint-bearing activities:
- Substantial completion of the phase — the zone is genuinely usable, not "mostly."
- Certificate of occupancy (or Temporary CO) — this is the one that bites. A TCO for a partial building often carries conditions: fire separations complete, egress fully independent of the construction side, alarm zoned and tested. AHJ sign-off has lead time. Put the inspection request on the look-ahead as a task with a real duration, not a milestone diamond you hope hits itself.
- Punch complete for the zone.
- Owner/facilities training — the maintenance staff need to run the systems in their new space before they take it.
A rule of thumb worth carrying: never sequence a phase turnover to the exact day a life-safety inspection is scheduled. Give it a buffer. Inspectors reschedule, punch items surface at final walk, and a TCO that slips two days can idle a leasing team or an owner's move-in crew who've already committed. A day or two of float on the handover date is cheap insurance.
The systems problem is the real problem
This is where phased jobs quietly go sideways. The occupied floor and the construction floor are almost never on fully independent systems, so every isolation is a coordination event.
- Fire alarm. The system stays live and monitored in the occupied zone while you're demoing and adding devices next door. That means bypassing and zoning-out devices in the construction area, in writing, with the fire marshal and the monitoring company in the loop, and a fire watch when detection is down. Every bypass is a two-way task on the plan: take it out of service, put it back. The "put it back" half is the one crews forget.
- HVAC. The occupied zone's air can't share a return with a floor full of drywall dust. Verify the construction area is isolated from the occupied air handler, or you'll be answering an indoor-air-quality complaint by lunch.
- Electrical. Permanent power feeds the occupied zone; your temp power and any panel work upstream has to be planned so a shutdown for construction never dark-outs an occupied space without coordinated, noticed, off-hours timing.
- Plumbing and sprinkler. Domestic water and, critically, sprinkler coverage stay live in occupied areas. Draining a wet system to tie in the next floor is a planned outage with a fire watch, not something a plumber does on a whim at 2 p.m.
The discipline that saves you here is treating every planned outage as a scheduled activity with advance notice, a defined window, and a restoration deadline — and getting facilities to formally agree to the window before the crew shows up. A rolling look-ahead shared with the owner's operations team is the natural place for this. When facilities can see next week's outages, they plan around them instead of calling you at 7 a.m. asking why the water's off.
Life safety and infection control are non-negotiable
In an occupied building, life safety isn't a punch item — it's a daily condition you have to prove. Egress stays continuous and unobstructed; your material staging and dumpster chute cannot narrow or block an occupied exit path, ever. Fire separations between occupied and construction zones stay intact and rated. If a barrier has to come down for tie-in work, that's a planned, escorted, fire-watched event, not a Tuesday.
On healthcare work, layer ICRA — infection control risk assessment — on top of all of it. That means real containment barriers, negative air pressure in the construction zone so nothing migrates toward patients, HEPA filtration, and monitoring you can document. The infection control team effectively has a veto over your sequence. Get their sign-off built into the plan as a precondition to starting work in a zone, the same way you'd treat an inspection. A crew that breaches a barrier to save an hour can shut a wing and cost you far more than the hour saved.
Access, logistics, and keeping crews out of occupied space
Once people move in, your trades become visitors in half the building. That needs to be planned, not improvised:
- Routes. Designate construction paths — freight elevator, specific stairs, a back-of-house corridor — that don't run trades and their carts through occupied lobbies. Protect finishes on every route, because you own any scuff on the owner's new floor.
- Hours and deliveries. Loud and disruptive work, and most material moves, get pushed to windows the owner agrees to — early morning, evenings, weekends. Deliveries staged tight; you no longer have a floor to lay out on.
- Badging and conduct. Everyone entering occupied areas is identified and briefed. In a hospital or a live office, a crew wandering where they shouldn't is a real problem, not a shrug.
All of this belongs in the weekly work plan, because these are constraints on when and how work happens, not afterthoughts. When your foremen and subs pull up the week and can see "core drilling — Saturday 6 a.m. window only, escort required, route via freight," you've moved a coordination fight out of the field and into the plan where it's cheap to resolve. The mobile side matters here too: a crew leader who can check the day's access rules and noise windows on a phone before they mobilize saves you the call from a facilities manager who found a grinder running over an occupied suite at 9 a.m.
Commissioning and punch, phase by phase
Commissioning fractures on a phased job, and you have to plan for the re-work. You commission each zone before it's occupied — fine. The trap is shared systems. When a later phase ties into a system that already serves an occupied zone, you often have to re-test the integrated whole, and that retest touches live space. Sequence it, notice it, and keep phase-specific commissioning records so you're not re-proving a zone you already closed.
Punch in an occupied building is its own headache. You need scheduled, escorted access to finish deficiencies in space someone's now using, and you're minimizing disruption while you do it. Sign off punch by zone, and get the closeout on the look-ahead like any other constrained activity — because "we'll get the punch when we can get in" is how a phase stays 98% done for two months.
The through-line: make the constraints visible early
Strip away the specifics and phased occupancy comes down to one thing — the constraints that don't appear in a normal schedule have to be surfaced and cleared before work starts. That's the whole point of the Last Planner System: you're not just asking whether a task can start on paper, you're confirming it's actually ready — access secured, outage coordinated, barrier up, inspection passed, facilities notified. On a phased job, "ready" carries a lot more weight than it does on an empty site.
